The Provincial Council opened today. The last year's revenue showed a decrease of £7,000, as compared , with the previous year. The revenue was £22,000 below tho estimates; the deficiency is explained by the decrease in the ordinary goldfields' revenue, the anticipated land sales at Inangahua Goldfield not proving equal to expenditure on the goidfield. The reduction of gold duty by 6d an ounce had also assisted to make the deficiency ; the absorbtion by the General Covernment of what would otherwise xc Provincial revenue. The speech refers at length to the inland communication scheme, and recommends the extension of Canterbury Railways, as suggested by Mr Vogel, on account of the colonial character that would be thus imparted to the undertaking. Mr Vogel telegraphs that he hopes all animosities will be buried in turning the first sod of the railway.
