STOCK MARKET AGITATED.
NEW YORK, April 20
President Wilson told Congress that he had given Germany irrevoc able noticd tbat unless her submarine campaign ceased America will break off diplomatic relationship. President Wilson has not asked Congress to take any action, preferring to wait until Germany's final answer is re oeived. The stock markets are much agitated.
