IMPORTANT BALKAN DEVELOPMENTS
BULGAR-ROUMANIAN RELA> TIONS STRAINED.
LONDON, April 9
The Times" correspondent at Bucharest says the Bulgaria and Roumania relations are aggravated because of the efforts of Count Tisza of Hungary to precipitate a conflict in order to weaken the prospective Roumania pressure on Transylvania. He is encouraging King Ferdinand to try to recover portion of the Dobrudja area which was yielded to Roumania after the Balkan wars. King Ferdinand interview ed the Kaiser regarding the Hungarian proposals, but failed to obtain concurrence in the Bulgaria's prospective action. Dynastic considerations may have influence but it is reliabely stated that Germany anticipated a time when Roumania with intact forces would be a useful check to Bulgaria. Undaunted by the Kaiser's opposition, Count ! Tisza is pressing proposals upon King Ferdinand. The latest reports state that Roumanian indignation is growing at Bulgarian preparations on the frontier.
