M. Milinkoff, in the Duma, I said that Allies in April would) satisfactorily settle the question of the straits of the Dardanelles, and Russia would realise the outlet. She could not prosper without the open sea. It was not a question as to whether the straits would become Russian or Turkish [but they must not become German.
