TO THE EDITOR Sir,—l crave permission ts suggeßt that Councillor Henning change the heading of his etter to that of "The Borough Found from vvithio." His Worship the Mayor and other Councillors must feel admonished after reading the letter referred to. Methinks the opening phrase of the Councillor's _ letttr must have been borrowed from William o! Branderburgh, viz, "I have returned to the Counoil after seven years' absence to find the working unconscionably bad in severa departments." When one reads this sentence it seems useless to suggest that durins the period named there might have been, or are at present, competent Councillors on the Council —I am. etc.,
