According to Bucharest newspapers tbe Czar has arrivad in Bessarva to inspect the army, and to watch tbe Russian offensive which is described as imminent. The garrison at Sofia consists of three Austrian and one German regiment. THE RUSSIAN FLEET j I Tbe Russian fleet mined tbe entrance to Bulgarian ports in order to immobilise the Bulgarian and German warships. A GERMAN COUNOIL OF WAR The newspaper "Milan II Secolo states tbat General yon Hindenburg is expected at tbe Balkans to confer witb Marshall yon Maokensen and General Falkenhay.
