ANY pereon who shall become the purohassr of any licensed vehiole shall forthwith deliver to the Clerk of the Counoil the exist' ing license for the same with a memorandum of transfer duly signed or executed by the vendor or vendors endorsed thereon, and shall cause bis name to be registered in the office of the Council as owner of such vehicle and for such registration shall pay to the Clerk of Council a fee of 2s 6d ; and it shall not be lawful for such purchaser to use or permit tbe use of such vehicle to ply for hire until such delivery and registration as aforesaid, bat no registration shall take plaoe unless and until suoh licensed vehiole shall have been inspected by the Inspector, and be shall have certified in writing that the lame is in all respects in suoh proper condition. 20. THE driver of any licensed vehiole or vehio'ea plying for hire whilst using the same sball be seated on the box seat thereon in such a position as to be able to fully control, regulate and manage the driving of the vehicle. 21. THE Council shall have power to cancel or suspend any license issued to any person in respect of any vebiole, or aa owner, driver or oonduotor of any vehicle if it is proved to the satisfaction of the Council that the owner of suoh vehicle or driver or conductor was drunk while in charge of his vehiole. or failed to keep hia vehicle or harness clean and in good repair, or the vehicle property harnessed or is guilty of any misoonduot, which, in tbe opinion of the Council, shall disqualify him from holding such lioense. 22. ANY person who shall commit any breach of or fail to com > ply with or be guilty of an offenoe againat any of the foregoing By laws shall, for every such and each failure er offence, be liable to a' penalty not exceeding five pounds, and where sucb breach is a continuing one the penalty shall be a sum not exceeding five pounds for every day or part of a day during which euou breaoh shall continue. 23 THIS By-law shall come into force on the ninth day of November, 1915.
