THE driver of any licensed vehicle or vehiatas plying for hire whilst using the same shall be seated on the box seat thereon in suoh a position as to be able to fully oontrol, regulate and manage the driving of tbe vehiole. 21 Th£ Council shall bave power to oancel or suspend any license iseued to any person in respect of any veniole, or as owner, driver or conductor of any vehicle if it ia proved to the satisfaction of tbe Cou oil that the owner of suoh vehicle or driver or conductor was drunk while in charge of his vehicle, or failed to keep bis vehiole or harness clean and in good repair, or the vehicle prcperly harnessed or is guilty of any misconduot, whioh, in the opinion of the Council, shall disqualify him from holding Buch license. 22. ANY person who shall commit any breach of or fail to com • ply with or be guilty ot an offence against any of tbe foregoing By laws shall, for every such and each failure or offence, be liable to a penalty not exceeding five poQnds, and where suob breach is a continuing one ihe penalty shall be a sum not exceeding five pounds tor every day or part ot a day du-ing whioh such breach shall continue. 23 THIS By law shall oome into force on the ninth day of November, 1915.
