The Czar's rescript acknowledge? the proof of the people's determination to devote their etrength to equipping the army. The national unanimity, it says, gives an unshakable assurance of a brilliant future. The rescript appeals to tho people to strengthen then resolution to carry on the strug gle until a complete triumph is at
