j The United States has practically decided to intervene in San Domingo and Hayti. A thousand marines are to be mobilised and placed within striking distance of the island. Three hundred are already stationed at G-uantanamo.
Many Porto Ricon refugees from San Domingo have arrived at San Juan and Porto Rico.
