FRANCE AND AMERICA.
Washington, May 24.
Mr Bryan and M. Jusserand, the French ambassador, have agreed to the terms of a peace treaty between tbe United States and France providing tbat all questions impossible of settlement by diplomacy should be submitto an International Commission for investigation, and during at -least a year of that time hostilities shall not be entered upon. A similar treaty is pending between the United States and Britain,
