NOT CHANGING HIS MEXICAN POLICY. Washington, February 1. Interviewed by the "Times" correspondent, President Wilson stated that he is not changing his Mexican policy. Ha had no suspicion that Japan was meddling in Mexico, and had no grudge against Japan because some Japanese were selling arms to Huerta. He chided journalists for their irre 1 sponsible sensationalism. The papers frankly publish the rebuke.
