INCOMPETENT SAYS BANKER OTTAWA, November 21. It was obvious that the International Monetary Fund had become incompetent toi perform the functions for which it was designed, said Mr H. A. Stevenson, president of Barclay’s Bank, Canada, addressing the bank’s annual meeting to-day. He said that 19 countries had altered their official monetary rates “in a seemingly flagrant breach of the fund’s regulations.” Mr Stevenson said that Canada had given the world a lead and set an ex- 1 ample for other countries to follow) by freeing its dollar.
