OBSERVERS IN CHINA SCEPTICAL (Rec. 12.50 p.m. NANKING, Nov. IS. The Government to-day claimed that 20,0000 Communists were annihilated in the victory south of Hsuchow, wherw the Communists had reached within seven miles of the city. The jubilant Nationalist claims or victory have greatly raised the spirits of officials in Nanking. Government newspapers and radio are suggesting that the battle for the vital stepping stone to the capital is all but over. Foreign observers, however, are sceptical. They have learned by long experience to discount heavily Government claims. Observers suggest that there are still too many Communist troops, especially west of Hsuchow, for final victory to be claimed. The Chinese Air Force is making a great effort, flying day and night out of Nanking, Hankow and Tsingtao in intensive raids on the Communist positions.
