Finland Said to Accept Terms , LONDON, April 1. “A special Finnish diplomatic courier left by air last night for Moscow with fresh instructions for the Finnish delegation there, which are believed to amount to a broad acceptance of ‘'the Russian proposals for a defence pact,” says the Helsinki correspondent of “The Times.” “Parliament was not consulted about the new instructions.’,’ \ The correspondent adds that the Finnish authorities are now taking a more serious view of Communist threats to seize power with methods similar to those used in Czechoslovakia. Sentries of the Helsinki garrison, including those posted outside the President’s Palace, are for the first time carrying tommy-guns instead of rifles, and the guards at ail army munition dumps had been strengthened.
