PERMANENT ECONOMIC COUNCIL (Rec. 12.45 p.m.) BRUSSELS, Mar. IS. The study group set up by 16 Marshall Plan Powers agreed to establish, before it adjourns, a permanent economic commission for a European Customs Union.
Observers from the three Western zones of Germany attended to-day for the first time.
