U.S. INFORMATION DIRECTOR IN MOSCOW (Rec. 10.45) MOSCOW, April 16. Armond Willis, director of the United States information service in Moscow, said that men who hated the Russians dominated the American Embassy. They effectively scuttled attempts to improve and exliange information on cultural relations, and deliberately prevented the release of information even slightly favourable to Russia. > Mr Willis is returning to Washington to “report and resign.” The State Department announced that Armond YVillis was ordered home for dismissal four weeks ago, prior to which Willis was offered a transfer to another European city, but rejected it. Upon arrival in Berlin to-night, Willis described the American Embassy staff at Moscow as “a bunch of pixies who believed there was no room in the world for the Russians.”
