EFFECT ON JAPAN (Rec. 11 a.m.) TOKIO, Dec. 4. .Tiro Hoshi Jima, Minister of Commerce and Industry, told a Liberal Party, meeting that if Edwin Pauley’s reparations plan is adopted, Japan could not sustain a population of 80.000.000. “Japan’s economy would fall back to 1894 when the population was only 40,000,000,” he said.
