REIGN OF TERROR.

VICTIMS CRUELLY TREATED (Rec. 10.30 a.m.) POONA, Aug. 23. The Bombay Government has arrested more than 300 men and has declared seven organisations illegal following a reign of terror in the Satra district. The terrorists tortured at least 120 villagers, policemen and Government officials. They have been operating for two years. Some victims had horseshoes nailed to their feet, and arms and legs were cut off.
