ENEMY SURRENDER.
CANADIAN REPRESENTATIVE (Rec. 12.5 p.m.) OTTAWA, Aug. 23. Colonel L. M. Cosgrave is expected to represent Canada at the signing of the Japanese surrender. Colonel Cosgrave is due in Manila from Australia to-day, and he will supervise the repatriation of the Canadian war prisoners.
