UNRRA ACCOUNTING.
AUDITORS’ CRITICISM. LONDON, August 21. Auditors’ reports, placed before the plenary, session of UNRRA, criticised UNRRA’s auditing organisation. The auditors, Deloitte. Plender, Griffiths and Co., of New York, m a report dated July 0, said: “We regret that it is necessary to bring to your attention the inadequate accounting and auditing organisation, of the administration and the unsatisfactory state of its operations for the period ended December 31, 1944. The original documents arc lacking adequate authentication and have, in many instances, proved unreliable. Detailed records at certain points of operation have generally been found in a state of confusion.” The auditors explained that although unable completely to satisfy themselves that all transactions and liabilities have been recorded in the books, the examination did not load them to believe any wrongful diversion of the Administration’s resources. . A later report presented by the same auditors recorded that the actual bookkeeping of tho Administration was unsatisfactory because of the lack of proper accounting and direction, and an insufficient number of adequatelytrained staff. The auditors, therefore, found it necessary to make a more extensive examination than they originally intended.
