NEW POLISH MINISTRY.
PRESIDENT IN PARIS. GERMANY OUTMANOEUVRED. PARIS, September 30. A Polish Government in exile was established in France when M. Racziewicz, the new President, took the oath of office at the Polish Embassy, thereby outmanoeuvring Germany, which had hoped that M. Moscicki’s internment in Rumania would prevent the formation of a Government. M. Racziewicz dissolved the old Cabinet and appointed General W. Sikorslii IPrime Minister and Minister for War,' M. Stanislaw Stronski VicePlremier, M. Zelenski Minister for Foreign Affairs, and M. Koc Minister for Finance. It is reported in Bucharest that Germany considers M. Moscicki’s resignation not in accordance with Rumanian neutrality and is making representations to Rumania. It is said that he wrote the resignation at the moment he crossed the border from Poland and handed it to an aide to hold. In any case, it is pointed out, M. Moscicki was not imprisoned and his correspondence was not subject to control. PADEREWSKI ASKED TO HELP. (Received This Day, 11.45 a.m ) PARTS, October 1. The now President of Poland (M. Raezkiowicz) swore in his Cabinet. He is inviting M. Paderewski (the first President of Poland), who is in Switzerland, to co-operate with the Government.
