AMENDMENT is REJECTED
(United Press Association—Copyright' (Received This Day, 10.50 a.m.) LONDON, February; 19. Mr Herbert ‘G. Williams (Conservative) in the House of Commons, moving an amendment to the •Parliament Act to obviate delay in* the enactment of certain measures rejected by the House of Lords, declared that -the Lords were in too strong a position. In view of this ho proposed that Bills which the Lords rejected should be referred to the local authorities who were representative of a section of the -people, and if they approved, the Bills should bo submitted for the Royal assent without delay. The Bill was rejected on a division.-
