In the Lower House a Liberal member, Mr Yukio Ozaki (formerly Minister of Justice), demanded to know whether Japan’s expansion policy was northward or southward, or whether it was economic or military. The Premier (General Hayaslii) replied that the first question would depend on time and circumstances. As regards the second, he said he believed no country in the world would attempt an armed conquest.
