POSITION OF LOCAL BODIES. /Per Press Association). CHRISTCHURCH, March 21. “No group of men in New Zealand has had a worse time than have the mayors of cities and boroughs of this country, as during the depression they have probably had to stand up to moie racket than any other group of public men,” said the Mayor (Mr D. G. Sullivan, M.P.) in welcoming the delegates to the Municipal Association’s conference. “There is probably no country in the world where to the same extent the burden has been placed upon local bodies as has been the case in New Zealand,” he added: “Both the Government and the Unemployment Board, to a very large extent have sheltered behind local bodies, and very heavy financial burdens have been placed upon local bodies. Within my experience, bot'h the Government and the Unemployment Board get almost panicstricken at any suggestion of local bodies showing a rebellious attitude, or failing to bear the burden as they have carried in the past.”
