With a final victory for President Roosevelt in the form of the adoption of his plan of reduced war veterans' benefits, after he had threatened to veto a more liberal proposal bitterly contended for by the Republicans, Congress at last adjourned at an early hour this morning, having been in oxtraordinarv sessions since March 9.

President Roosevelt's programme was virtually enacted in full, including such major measures as the Emergency Ranking Relief and Ranking Reform Rill, the Beer Rill, Government economy, agricultural relief, railway reorganisation, industrial recovery measures, etc.

An appropriation of 3,459,000,000 dollars was also passed. '
