Girls in shorts and red blouses, shouting songs and slogans and carrying Herr Hitler and hundreds of Red banners added picturesqueness to a Trafalgar Square demonstration by Communists, Independent Labourites and other Left-wingers. Police reinforcements marshalled tlie contingents from all over London. Messrs Tom Mann, and Wal. Hannington, also Jews who recently arrived from Germany, denounced the Hitler regime of Imperialism and the attacks on the Soviet. DICTATORIAL POWERS. ADMINISTRATION OF STATES. BERLIN, April 8. Confirming the forecast, Cabinet has decreed to appointing administrators with dictatorial powers in all German States. Herr Hitler himself will be Governor of Prussia, and will appoint the Premier. Thus henceforth there will be only one authority throughout the country, namely, the central authority in Berlin. Cabinet has also decreed May 1 as a national holiday. The new regulations will exclude all Jews from the Civil Service. Only a few of those who served in the trenches or were in the service before 1914 will be allowed to remain. MIGHT AFFRAY AT BRESLAU. Following.a night affray at .Breslau, in which two Nazis were killed and three injured, the police, assisted by thousands of Storm Troops, combed the working-class district, seized many revolvers and arrested oyer one hundred persons,'-including, according to the police, "lending Communists who have been trying for years to instil panic by terrorism." and also alleged Communists forming "terror groups." They state that the Breslau affray accompanied attempts to revive the party. . Other accounts emanating trom Frankfort state that it is untrue that the Brown Terror Has ceased. Workmen arc continually beaten and entire districts are terrorised. Anyone speaking the truth risks a fearful beating, imprisonment and even death: The only wish of thousands of Germans is to leave Germany, but the new passport regulations render this difficult. Despair exists among the Jews, who are allowed neither to leave nor to live. COMMUNIST REFUGEE TAKEN. VIENNA, April 8. Four Nazis crossed the frontier at Tvreibitz, Czechoslovakia, kidnapped a German Communist refugee, Richard Martin, and took him back to Germany in a motor-car. Alluding in his speech at Birmingham to the Gorman situation, Sir Austen Chamberlain said that the utterances of men in authority there revealed a spirit which it had been hoped bad de- , parted from the world. CRAVE WARNING TO GERMANY. WORLD DISTRUST GROWING. LONDON, April 8. In a weighty considered speech,.Sir Austen Chamberlain, speaking at Birmingham, warned Germany that she could not expect a revision of the Versailles Treaty unless the persecution of the Jews ceased. He urged Germany to think what impression its attitude toward citizens within its power, must give the whole world of what its attitude would bo to other nations if in a

position to enforce its will. Sir Austen Chamberlain declared that Germany had mot her fate, because in her overweening pride and egocentric vanity, she had determined to dominate and impose her will on the rest of the world. "We see again the .same spirit being kindled," added Sir Austen, "rendering it useless to Germany.to come asking favours or concessions." Lord Reading has resigned the presidency of the Anglo-German Association owing to the German persecution of Jews.
