NEW CHINESE TAX.
ALL IMPORTED GOODS. SHANGHAI, July 19. From September 1, according to unofficial reports, all goods imported into China must bo accompanied by the usual papers, but, in addition, consulai invoices issued bv the nearest Chinese consulate to the port of dispatch must be supplied. A fee for each consulai invoice is to he collected at the time of certification. . . , , The scheme, it is . intimated, has been launched to raise money to pay the consular and diplomatic services, in which many officials have been unpaid for a long period. Merchandise not covered by consular invoice will .be subject to a fine thiee times the amount of the original fee.
