PROGRAMME OP LEGISLATION. (United Press Association—Copyright). (Received This Day, 11.45' a.m.) OTTAWA, March 12. Legislation for the creation of a Tarift' Board, for amendments to the tariff Bills, making for more effective control of national finance, for revision of the existing provision for Government purchases, amendments to the Naturalisation Act, and the alteration of the Copyright Act, will be introduced during the coming session, of the Dominion Parliament. The Speech from the Throne was read at the opening of Parliament today by the Administrator (the Right Ton. Lyman P. Duff, Acting - Chief Justice of Canada) in the absence of the Governor-General, i ' Thus a Canadian for the first time : performed the opening ceremonies. ' The .readiness of the Government to i render whatever assistance may be deemed advisable in respect to the wheat crop is declared. “The present situation has emphasised the pecessity for effecting a reduction in. the costs of production and marketing of the wheat crop and of providing a more st&ble. market,” stated the speech. , Measures in respect to old-age pensions, aid to agriculture, technical education, and highway construction will be brought down. Dealing with economic matters, the speech said that the tariff legislation passed during the emergency session of Parliament had resulted in marked improvement to established industries, in addition to causing many others which formerly were exporters to Canada to become producers in Canada.
