As a solution to the seats controversy, League circles are discussing the possible creation of a new category between permanent and non-permanent seats for nations sneh as Spain and Brazil. The.so would not be required to rotate •automatically like the non-permanent seats, but the nations holding them would retain their seats on the Couni<M so lons as they secured a fcwo-thirds irofaton- the Assembly.
