PHENOMENA SIM AMERICA. <Per Association—Copyright.'* NEW YORK, February 12. A curious phenomenon was witnessed at St. 'Paul's Minnesota, when the inhabitants arose to find the city covered with a thin layer of red snow, the hues varying from copper coloured to bright red. Mr J. N. Ryker, the Government Meteorologist, ascribed the phenomenon to yolconic dust carried by freak air currents, while other scientists believe it was caused by protococcus nivalis, -a low grade plant," which occasionally covers large areas of the Arctic region, but has never been known as far south.
