Baron Hayashi regretted the present internal struggles m China and said he believed that eventually Britain, France, America and Japan would reach a basis of agreement enabling the country to be developed and markets extended, providing employment m Europe. He hoped the Washington Conference would only discuss broad principles, leaving the details to be arranged m the future. "Japan intends," lie added, "to do her utmost to cooperate with England, America and France to bring about the peace of the world."
