The "World" states that after peace between the United States and the Central Powers is declared plans for the' flotation of a great German loan m the United States will be announced. The paper adds that German representatives have been sounding American bankers m various financial centres and found encouragement m every quarter. It is pointed out that Germany is m an advantageous position, since she has no external debt other than reparations.
