DISARMAMENT DISCOURAGED.
TOKIO, January 27. The newspaper " Jiji Shimpo" declares that a member, of the Opposition Party submitted a resolution within his Party circle advocating restrictions of armaments. The newspaper adds it is believed the majbrity of the Party is opposed to the idea, on the ground that it is idealistic and impracticable.' The existing international situation renders an assurance of permanent peace difficult, the United States failure to join the League making this, quite evident. The - newspaper concludes by saying that Japan has grave responsibilities m the Far Eastj and must complete and amplify her naval deferice.
