AMERICAN SENATOR'S VIEWS. WASHINGTON, January 27. ■ Senator Borah, m a speech m the Senate, declared that the United States could pursue two courses-r-seek an international agreement furthering disarmament, or the construction of a navy able to defend the country against any possible group of enemies. The completion alone of capital ships* of the American naval programme would cost 640,000,000 dollars. This cost was prohibitive, therefore he advocated determination of just what sort of navy America needs, especially types of ships. Continuing, he said : "I believe the masses of the people of the .United States, Britain, and Japan favour abandoning 'Competitive naval building." -.
