AERIAL PROGRESS.

' Colonel Hensley, of the United States Army, who is now in Germany studying aviation, has sent a report to the War Department pointing out that the most efficient airship construction and operation systems exist in Germany, where the commercial air traffic hns been developed to the highest degree of perfection. The report advises that the United States should enter the commercial aerial field, taking a pattern by the German lines.
