Italy's exclusion from mandates is caiising acute discontent. It is pointed out that Italy adhered to President Wilson's mandatory theory from an early stage of the negotiations, renouncing in exchange certain compensations under the Pact •of .London. She: demanded, a mandate over German East Africa, which was practically granted. The CounciL of Three withdrew it on Monday when the Italians were absent..
Correspondents at Paris -state that the Allies' attitude in regard to the Adriatic question, indicates that it will be oxtremely hard for Italy 1 to secure any compensations in Africa.
