The "Daily Telegraph's" Paris correspondent states with reference to the Conference's decision to demand the exKaiser's extradition from Holland, to undergo trial before a tribune of five judges appointed by the five Great Powers, that the Kaiser will be charged with a supreme offence against international morality and the sacredness of treaties.
