■NEW YORK, April 16. The Washington correspondent of the "New York Times" • says that United States officials have received information giving the plans adopted by Great Britain for the reform and extension-' of- the British Consular service, which include an annual expenditure of £1,000,000 for Consuls, and £250,000 for commercial attaches jin co-operation with the extended Consular service. A worldwide system of Trade-.'Commissioners-' will be established by British: Trade Associations, one of which represents 2000 firms with a combined capital of four billions .sterling. One Commissioner is already stationed in Greoce for the purppse of organising trade throughout the Near East. Others are. now stationed in Madrid, Serbia., Holland, and one Commissioner will tour South Africa.
