LONDON, April 16: ; Belgium has refused to demand tho extradition of the ex-Kaiser, declaring that she is ready to punish Manteuffel for the sack of Louvain, Groeder for the murder of Fryatt, and Sanhersweig for the murder of Nurse Cavell, but does not seek revenge. < Belgium thinks the ex-Kaiser is only punishable if any tribunal established is made retractive, which is legally un-
sound. The ex-King of Bavaria has applied for sanctuary in Switzerland:
