Speaking at Springfield (Illinois), Baron Goto, formerly Foreign Minister said that Japan is merely acting in Korea as the United States acted at Porto "Rico and the Philippines, with the object of maintaining peace and order * amongst disorderly neighbours. The Ambassador 'has been recalled to Tokio to confer with his Government.
