In connection with the Japanese claim'for equality, it found eleven supporters out of seventeen, but as a "•■unanimous decision was essential, the amendment was rejected. '
Lord It. Cecil opposed importing into the Covenant anything which might interfere with any nation's sovereignty, by what might open a way for a future demand for free immigration. The Japanese took the decision in good spirit.
