WELLINGTON, April 10. The Minister of Public Works said to-day that it was not his intention to go on with a lot of extra public works in order to find work for returning soldiers. As a matter of fact, he already had about 3000 men short of the number he ought to have on public works at this time of the year., and "he did not anticipate that even when all the men came back he would be able to, get at once enough men to bring 'his force up to strength.
