The expert advisers of the Peace Conference seem to agree that the maximum reparation that Germany can pay is a total of 30,000,000,000 dollars. in connection with the Labour report, in order to meet the difficulties of America and other Federal States, whose powers to enter the convention are limited by the system of government, it will be at their discretion to treat the draft conventions as recommendations only. The. first conference " -will meet in Washington m October. The British delegation discussed the whole of the Labour report There appears to be a woll denned idea that the scheme is very impracticable. lne question of equality of labour, tor instance, between men and women in India and Japan, is regarded as not- feasible.
