(Received April 4, 10 a.m.) LONDON, April 3. . The "Daily Herald's" (Labour) Berlin correspondent says that the situation is most serious. The whole economic life of the country may be paralysed. The guards sent to protect the Ruhr mines in many cases are acting as pickets.
The movements are of a political character, with a dictatorship by the proletariat. Communist propaganda is energetically proceeding.
