PARIS, April 1. The "Big Four" decided on the despatch of a Commission to ascertain, the views of all parts of the Turkish Empire, and to recommend a distribution
of the various mandates regarding the liberation of races subject to Turkey.
The Council will conduct the, plebiscites, and is-also arranging a plebiscite in Schleswig-Holstein. The Crime Commission's final report contains nine clauses for incorporation ■in the preliminary peace, demanding the surrender of a Jarge number of people, including the ex-Kaiser and certain submarine commanders for trial. The report was not unanimous.
