(Received April 2,, 1 p.m.) PARIS, April 1. President Wilson explained that he was willing to accept his share of responsibility for the Peace Conference's delays. The magnitude of the issues made greater haste impossible. Mr W. M. Hughes, at a banquet, criticised the delays, insisting on the necessity of not allowing Germany ever to be able to repeat her acts of 1914.
