Apparently it was proposed that the United States should watch over Hottentots and otto- folk. Her real duty instead was to make peace with Germany and withdraw American troops. He declared that the German colonies ought to go to Australia, New Zealand and South Africa, and allow them to do as they liked. It was not the business ,of the. United States to administer them.
