AN ANCLO-AMER!CAN PROPQSAL.

Sir Edward Grey, in reply to Mr Silvester Home, said he hoped the Anglo-American .Arbitration Convention would shortly be ratified. He added that the United. had submitted a treaty -establishing a Peace Commission which would be generally acceptable, but the .Government must consider it with -the self-governing Dominions, as '.certain special provisions may be required for them.
