(Received February 23, 9.50 a.m.) Mr'Estell claims that his good intentions with regard to penalising strikes have teen thwarted owing to the disinclination of tne employers to perform their duty to the public by supplying evidence which would enable the penal clauses to be enforced. The Act had failed because the employers had not assisted the Department in making strikes the .expensive expedient thoy are intended .to.be.
